Mandatory Changes for Fishing Vessels Ahead of New EU Regulations
A series of compulsory adjustments are set to take effect for fishing vessels operating in EU waters from January 10, in response to updated regulatory requirements. The modifications include the marking of passive fishing gear, changes to electronic logbook completions for larger vessels, and a heightened frequency of vessel monitoring system (VMS) reports when operating in restricted zones.
Details of the Regulatory Changes
The new regulations, as outlined in the Commission Implementing Regulation (EU) 2025/2196, necessitate that all fishing vessels properly mark their passive gear. Specifically, vessels exceeding 12 metres in length must adhere to revised rules regarding electronic logbooks and position reporting frequency. The highlighted changes include:
- Marking of nets, lines, and pots to include labels at specified points of gear connections.
- Completion of electronic logbooks on a haul-by-haul basis for larger vessels while operating in EU waters.
- Enhanced frequency of VMS data submissions, reducing the reporting interval from two hours to every 30 minutes when in designated restricted fishing areas.
Government Acknowledgement and Support
The UK’s Department for Environment, Food & Rural Affairs (Defra), the Marine Management Organisation (MMO), and other pertinent authorities have recognised that this late notification of changes could impose additional challenges on the fishing industry. They have committed to providing support to those vessels affected, emphasising their awareness of the ongoing adjustments due to previous EU regulatory changes.
Sean Douglas, Head of Compliance at the MMO, stated that they understand the additional pressure these late changes will place on the industry. He affirmed their intention to assist operators during this transition period and noted ongoing discussions with the EU regarding a reasonable enforcement approach tailored to specific member states’ waters.
Further Guidance and Legislative Implementation
The MMO is actively updating guidance on these upcoming requirements and will notify industry stakeholders as new information becomes available. Notably, the specifics concerning restricted areas where increased reporting rates will be required are not yet fully disclosed, with the UK government awaiting comprehensive details from EU authorities.
As currently identified, various restricted fishing areas affecting UK vessels require adjustments to VMS reporting frequency, including a 5-mile buffer zone around these regions. Operators are advised to contact their respective fishery administrations for tailored support:

Background
The fishing industry has faced significant regulatory changes in recent years, particularly in light of the UK’s departure from the European Union. As adjustments continue to evolve, stakeholders are urged to stay informed about new regulations that might impact their operations.
