PhD Placement Scheme Offers Young Scholars Insight into Government Policy
The Open Innovation Team (OIT) has announced the commencement of its PhD placement programme, inviting doctoral students to engage directly with government policy initiatives. This scheme, which has successfully hosted over 150 PhD candidates since its inception in 2016, aims to equip participants with practical experience and professional networks within the civil service.
Application Details
Applications for the three-month placements are now open for multiple cohorts, starting from June 2026 through to June 2027. Interested candidates can submit their applications via the official application form, with the deadline set for 12 PM on Friday 13 February.
About the OIT
The OIT operates as a cross-government unit, addressing a wide spectrum of policy areas, including health, education, and artificial intelligence. Recently, the team has established the Evaluation Services Unit (ESU), which focuses on assessing the effectiveness and impacts of various government policies.
PhD students are regarded as integral contributors to the OIT’s work, collaborating with seasoned civil servants and policy experts to provide analytical support and policy advice. The initiative not only fosters skill development but also enhances students’ understanding of governmental operations.
Placement Opportunities
Participants of the placement scheme will tackle varied policy projects and may also engage in evaluations through the ESU. Candidates are not required to possess prior knowledge of specific policies, although familiarity with quantitative or qualitative research methods is preferred.
The placements include responsibilities such as:
- Contributing to policymaking and evaluation efforts.
- Organising events that connect academic specialists with policymakers.
- Sourcing and synthesising relevant evidence to inform government strategies.
Additionally, students will have opportunities to enhance the OIT’s visibility and assist in developing new materials and training for academic partners.
Application Process and Requirements
Candidates will undergo a two-stage application process, commencing with a submission of the application form. Successful applicants will then participate in a final interview. To qualify, candidates must be enrolled in a UK PhD programme and able to undertake the placement prior to their viva. Furthermore, they need to secure funding equivalent to the UKRI national minimum stipend level to cover the placement costs and obtain security clearance upon receiving an offer.

The OIT encourages the responsible use of artificial intelligence during the application process. Although AI can support applicants in refining their own drafts or preparing for interviews, it should not be relied upon for generating answers to application questions directly.
