MoD Enhances Military Decision-Making with New Simulation Tools
The UK’s Ministry of Defence (MoD) is set to strengthen its military preparedness through the introduction of advanced simulation tools designed to expedite scenario testing and bolster operational decision-making. Developed in just nine months, these new tools aim to enhance mission effectiveness by significantly improving field performance.
Addressing Simulation Shortfalls
Critical to maintaining a robust military capability, effective modelling and simulation techniques allow for rigorous testing of readiness and potential threats. However, the MoD identified limitations within its existing tools; high-fidelity simulations were excessively slow and resource-heavy, while lower-fidelity models failed to deliver the necessary detail for effective capability planning.
Aggressive Development Approach
In response, the MoD launched the Accelerated Capability Environment (ACE), which redefined traditional procurement practices known for being lengthy and costly. By collaborating with smaller, innovative technology firms and employing Agile methodologies, the project aimed to achieve rapid development.
Two supplier teams worked concurrently, utilising reinforcement learning to drive innovation and create medium-fidelity tools that balance efficiency with the required complexity. As a result, two complementary systems—NEMESIS and ARCUS—were developed in a fraction of the usual time.
NEMESIS and ARCUS: Key Developments
- NEMESIS: This tool focuses on missile defence scenarios, incorporating features like ballistic motion and intercept strategies, developed by suppliers ADSP and Riskaware.
- ARCUS: Created by Skyral, Frazer-Nash Consultancy, and Principle One, this agent-based simulation platform enables operational planning visualisation, real-time scenario analysis, and seamless integration with NEMESIS, while simplifying data interpretation for analysts.
Emphasising Collaboration
At the core of this initiative was a strong emphasis on collaboration among teams. They facilitated visibility into each other’s progress through in-person presentations and maintained regular user engagement sessions to incorporate feedback early in the process. This approach has proven effective in ensuring the tools meet the needs of the MoD.
This project showcases the benefits of Agile methodologies in defence procurement, delivering both cost efficiency and flexibility that far exceed conventional processes. With positive feedback from the MoD, one of the supplier teams has received an extension to continue refining their work.
