Charges Laid Against Executives Linked to Prepaid Funeral Plan Collapse
Richard Wells, a 39-year-old resident of Spain, and Neil Debenham, 43, from Norwich, have been charged with conspiracy to defraud in connection with the collapse of Safe Hands Plans Limited, a prepaid funeral plan provider that ceased operations in 2022.

The Serious Fraud Office (SFO) announced that Wells and Debenham, former executives at the company, allegedly engaged in deceitful practices leading to the firm’s downfall. Both individuals were associated with SHP Capital, the parent company of Safe Hands Plans, which shared its registered office in East London with another enterprise under the same financial umbrella.
The charges come as a response to the company’s failure to secure necessary regulatory approvals for continuing the sale of prepaid funeral plans—an essential service for many individuals seeking to secure their final arrangements. Approximately 46,000 customers had entrusted their funds to Safe Hands before its abrupt collapse.
