Regulator Takes Unprecedented Action Against Allnutt Mill Housing Co-operative Officers
The Regulator of Social Housing (RSH) has ordered the removal of two members from the committee of Allnutt Mill Housing Co-operative Limited. This decision stems from concerns regarding the officers’ inability to fulfil their duties effectively and their lack of cooperation with regulatory authorities.
Concerns Raised by the Regulator
The RSH’s investigation revealed that the officers in question significantly hindered the effective management of Allnutt Mill. According to the regulator, these individuals failed to perform their responsibilities in a timely manner, undermining the cooperative’s functions. Moreover, they acted in a manner that lacked transparency, refusing to respond to RSH’s inquiries essential for its operations.
Persistent Issues at Allnutt Mill
This marks a notable first for the RSH, as it has never previously invoked its authority to exclude officers from a committee. The decision comes after an intensive engagement between the RSH and Allnutt Mill, initiated following a regulatory judgment published in January 2025. This assessment indicated that the cooperative was not meeting the necessary Governance and Financial Viability Standards.
Despite guidance from the regulator, Allnutt Mill has struggled to address the outlined issues and meet compliance standards. The cooperative has not been able to assure the RSH that it possesses adequate resources or capacity to carry out essential repairs, which poses a long-term risk to its residents.
Future Actions and Committee Responsibilities
The RSH plans to maintain close engagement with the remaining committee members as they work towards resolving these issues within an appropriate timeframe. It is crucial for these members to implement the option chosen by their constituents to ensure the sustainability and objectives of the cooperative are achieved.
Jonathan Walters, deputy chief executive of the RSH, commented on the situation, confirming that the removal of the two officers was necessary due to several identified issues. He also emphasised the regulator’s commitment to supporting the cooperative’s members as they strive to overcome these challenges.
Background
Allnutt Mill operates as a fully mutual housing cooperative, meaning it is member-owned and governed by a committee elected from its membership. Regulatory bodies like the RSH are essential in ensuring such organisations operate effectively, meet set standards, and maintain transparent communication with the regulator.
