Significant Progress Reported in US-Driven Peace Talks for Russia-Ukraine Conflict
Negotiations aimed at finalising a US-sponsored peace initiative to resolve the ongoing Russia-Ukraine conflict have seen substantial advancements, according to Secretary of State Marco Rubio. However, Rubio cautioned that further efforts remain necessary following discussions involving Ukrainian and European negotiators in Geneva, Switzerland.

During a press conference held late on Sunday, Rubio highlighted that the teams engaged in talks were able to significantly narrow down the unresolved items within the 28-point US proposal. He remarked on the positive nature of the discussions but underscored that any eventual agreement would need to be ratified by both the Ukrainian and US presidents before it is presented to Russia.
Ukrainian Concerns and Mixed Signals
Ukrainian President Volodymyr Zelensky expressed hope that signals from former President Donald Trump’s administration indicate a responsiveness to Ukraine’s positions. Nevertheless, there are apprehensions regarding aspects of the leaked proposal that have been perceived as leaning in favour of Russia. Zelensky articulated the difficult choice facing Ukraine: protecting its dignity or risking the loss of crucial allies.
Key Elements of the Proposed Plan
The draft proposal under discussion suggests that Ukraine would need to withdraw troops from certain areas within the eastern Donetsk region and accept de facto Russian control over both the Donetsk and Luhansk regions, as well as the annexed Crimea peninsula. Additionally, it stipulates maintaining the borders of Ukraine’s southern regions of Kherson and Zaporizhzhia along current frontline positions, where Russian military presence is noted. The plan would also enforce a reduction of Ukraine’s military personnel from approximately 880,000 to 600,000.
Security Guarantees and NATO Membership
Critically, the draft includes a provision for Ukraine to refrain from pursuing NATO membership, while instead receiving unspecified “reliable security guarantees.” It anticipates that Russia would not invade its neighbours and outlines expectations regarding the non-expansion of NATO. Notably, the proposal hints at the potential for resuming Russia’s participation in the global economy by lifting sanctions and allowing its re-entry into the G7, re-establishing it as the G8.
International Responses and Future Steps
As discussions continue, tensions remain heightened with Trump openly criticising Ukrainian leadership for perceived ingratitude towards US assistance. He pointed out Europe’s ongoing oil purchases from Russia—essential for the Russian war effort—raising further concerns about the geopolitical situation.
With Russia currently occupying around 20% of Ukrainian territory and making gradual, albeit costly, advances, the stakes are high. Trump has set a deadline for Ukraine to respond to the proposals by Thursday, although he later clarified that it is not the final chance for collaboration. Rubio expressed optimism about reaching an agreement soon, potentially within the coming week.
