Heathrow Expansion Raises Environmental Concerns Among London Assembly
The London Assembly Environment Committee has expressed significant worries regarding the environmental impact of Heathrow Airport’s proposed expansion. Plans to increase flight operations from 480,000 to 756,000 annually could see many more flights flying over London, prompting fears about noise pollution and air quality.
Details of the Expansion Proposal
Heathrow presented its plans for a third runway during the summer, a project that includes a runway stretching up to 3.5 kilometres, a new road tunnel beneath the airport, and modifications to the M25 motorway. The government signalled its support for the proposed expansion in November.
Environmental Risks Highlighted
The Committee has articulated several concerns regarding the potential repercussions of the expansion on Londoners, which include:
- Increased Noise Pollution: Many more residents could be subjected to harmful levels of aircraft noise, adversely affecting health, wellbeing, and local green spaces.
- Impact on Air Quality: The expansion risks reversing recent advancements in improving air quality.
- Threat to Climate Goals: The plan could undermine both the local and national climate targets, including London’s 2030 fossil fuel emissions reduction goal.
- Carbon Budget Conflict: The initiative may contravene recommendations from the Climate Change Committee regarding carbon storage and budget considerations.
Committee’s Call to Action
In light of these concerns, the Committee has reached out to the Secretary of State for Transport, advocating for the Airports National Policy Statement to incorporate specific targets for noise impacts, prohibit additional air quality degradation from airports, and enforce stricter emission standards over time.
Statements from Committee Chair
Leonie Cooper AM, Chair of the London Assembly Environment Committee, emphasised the numerous environmental issues linked to the expansion. She stated, “The proposed expansion for Heathrow Airport raises a number of serious environmental concerns.” She further indicated that the existing noise pollution is already detrimental to many Londoners’ quality of life, and any increase in flight operations would exacerbate the situation.
Cooper also highlighted the risks posed to recent air quality improvements, pointing to initiatives like the Ultra Low Emission Zone (ULEZ) as evidence of positive progress that could be undone. She concluded by stressing the importance of government intervention to mitigate environmental impacts as the city aims to achieve significant carbon emission reductions.
