Approximately 400,000 households receiving governmental housing support in England are set to benefit from an expanded initiative aimed at tackling irresponsible landlords. New Measures to Enhance Compliance
The initiative, which previously trialed in three council areas, addresses the misuse of public funding allocated for safe housing by instituting Rent Repayment Orders. These legal measures target landlords who operate properties without proper licensing, disregard improvement notices, or maintain properties in unacceptable conditions. The framework allows local authorities to reclaim up to 24 months’ worth of rent from non-compliant landlords—effectively doubling the previous limit of 12 months.
By harnessing data from Universal Credit, councils will have streamlined access crucial for processing these orders. Camden, one of the pilot locations, has already recuperated nearly £100,000 in housing benefit meant for vulnerable residents, while also referring instances of fraud.

Led by the Department for Work and Pensions and backed by the Ministry of Housing, Communities and Local Government, this initiative will now extend to areas including Enfield, which has around 30,000 households receiving housing support. This expansion aligns with the newly updated Renters’ Rights Act, aiming to fortify the protections available for tenants across the country.
