Car Clubs in London Face Decline Amid Lack of Coordinated Strategy
The London Assembly’s Transport Committee has raised concerns about the struggles faced by car club operators in the capital. Inadequate management and inconsistent policies are cited as key factors contributing to the recent decline of services like Zipcar.
Calls for a Unified Approach
Elly Baker AM, Chair of the Transport Committee, has highlighted the fragmented nature of car club operations in London. She suggested that enhancing these services could benefit a wider population of Londoners, provided there is an overarching plan from Transport for London (TfL).
Baker stated, “The current patchwork of car clubs is limiting their effectiveness. This disorganisation complicates operations for providers, possibly explaining Zipcar’s recent closure.”
Recommendations for Improvement
In a recent report titled ‘TfL’s Stalling Car Clubs’, the committee offered several recommendations aimed at revitalising the car club sector:
- The Mayor should acknowledge car clubs in the forthcoming London Plan, promoting them as a viable alternative for reducing reliance on private vehicles.
- Within the next year, a collaborative action plan should be established between the Mayor, TfL, and London boroughs, particularly addressing the deficit of car clubs in outer London and ensuring equitable regulations for parking.
- A public awareness campaign should be launched by TfL to educate Londoners on the benefits and accessibility of car clubs, fostering a broader user base.
Resistance to Change
Despite the committee’s findings, the Mayor has so far dismissed calls for a comprehensive action plan from TfL. As a result, Baker asserts that the stagnation of car clubs in London continues, exacerbating the decline within the industry.
