London to Conduct Manual Voting for Upcoming GLA Elections
The Greater London Returning Officer (GLRO) has confirmed that the upcoming Greater London Authority (GLA) elections on 2 May 2024 will see a shift from electronic counting to a manual count. This decision comes in light of discussions with borough representatives and focuses on the need for robust and reliable election processes.
Changes in Election Process
In prior GLA elections, the procurement of ballot boxes was integrated into the electronic vote-counting contract. However, for the 2024 elections, it has been determined that the counting will be conducted manually across all contests, which includes the Mayor of London, Constituency, and London-wide Assembly members. This manual approach is permissible under existing GLA Election Rules, allowing flexibility for manual counting, particularly when coinciding with other polls.
Ballot Box Preparation
In preparation for the elections, the GLRO is tasked with acquiring suitable ballot boxes to facilitate this manual counting process. Following consultations with London Boroughs, it has been agreed that separate ballot boxes will be allocated for each of the three contests. The plan ensures ample supply to manage both postal votes and on-site voting.
For any combined elections, such as a General Election on the same day, it is acknowledged that existing ballot boxes from the boroughs will be utilized, with no additional financial burden on the GLA. The procurement strategy is designed to accommodate higher voter turnout that typically accompanies such combined elections.
Procurement Details
The GLRO is set to directly engage a supplier through London Elects for the design and delivery of these ballot boxes. A total of up to 20,000 boxes are anticipated, ensuring one per contest at each polling station, alongside extra boxes for postal votes at the borough level.
Potential suppliers will be evaluated based on their experience in providing ballot boxes and related equipment, including security locks with tamper-proof seals. Additionally, they must demonstrate a comprehensive understanding of electoral protocols and possess robust quality control measures.
Budget Considerations
The GLRO has approved a budget of £2 million for the procurement of ballot papers and boxes. Early estimates indicate that the cost for the ballot boxes alone could be around £1.2 million, which suggests that a further £600,000 may be necessary to meet the original budget provisions. The anticipated budget for ballot papers stands at approximately £1.4 million.
Background
The GLA elections, significant for determining leadership and policies across London, are a pivotal aspect of the UK’s democratic processes. The transition to a manual counting method aligns with broader concerns regarding transparency and security in elections, reaffirming the commitment to uphold the integrity of the voting process.
