Count Venues Prepare for Expanded Election Contingencies
The Greater London Authority (GLA) has announced plans to rebook and extend the hire period of three count centres—Alexandra Palace, Olympia, and ExCel—to accommodate a potential increase in by-elections slated for 2021. The measures aim to enhance logistics and ensure compliance with COVID-19 safety protocols.
Details of Venue Arrangement
The proposed adjustments include extending the rental period from the initial end time of 10:00 PM on May 8, 2021, to 10:00 PM on May 10, 2021. This extension is designed to provide additional time for logistics and setup, particularly essential for maintaining social distancing measures among participants and staff.
Moreover, an expansion of the hiring space at ExCel is planned. This move is expected to provide extra contingency options should the number of by-elections rise or if one of the venues becomes unavailable.
Logistics and Financial Considerations
A portion of the additional hire charge will be allocated to the relevant boroughs, ensuring that expenses are shared fairly. Importantly, the continued use of these venues does not require a formal tender process, adhering to exemptions in the Public Contract Regulations 2015. However, GLA officials assert the need for transparency and value for money, suggesting adherence to the GLA Contracts and Funding Code.
Production Company Contract Extension
The GLA also intends to extend its contract with Adfield Harvey, the facility management production company, until June 30, 2021. Having successfully contributed to both the 2016 elections and the postponed 2020 elections, Adfield Harvey is already familiar with the venues and is expected to provide continuity in operations.
Production costs are anticipated to vary based on the duration of venue hire and services provided. While the original estimate for 2020 was approximately £325,000, rising labour costs may push the final expenses higher for the upcoming election.
Cost Implications and Final Estimates
The eventual costs for the event management are expected to be revealed after the elections, with forecasts suggesting a potential overall expenditure of around £490,000. This estimate accounts for lessons learned from past events and inflation over five years.
Governance over the expenses is crucial, with further approvals needed if the cumulative costs exceed £1,188,300 for venue hires and £548,000 for production services.
Background
The 2021 elections come after a period of uncertainty due to the COVID-19 pandemic, which led to the postponement of the original 2020 voting events. The GLA’s proactive measures are aimed at ensuring a smooth electoral process in the face of ongoing challenges.
