London Elections Postponed, New Arrangements in Place for 2021
The Mayor of London and London Assembly elections, originally scheduled for 7 May 2020, have been rescheduled to 6 May 2021 due to the ongoing COVID-19 pandemic. The Government’s decision to postpone the elections has led to significant logistical challenges, prompting an array of adaptations to ensure a safe electoral process.
Venue Arrangements and Financial Implications
Three venues—Alexandra Palace, Olympia, and ExCel—remain booked for the 2021 election count, with tenancy agreements extended to 9 May 2021 as sanctioned by the Greater London Returning Officer (GLRO). Previous venue hire fees were authorised to cover these postponed dates, and both Olympia and ExCel will honor existing payments without penalty.
However, Alexandra Palace imposed a 65% cancellation fee of £97,500 for its venue hire, refunding the remainder following the election’s delay. The GLRO underscored the need for a flexible approach to the upcoming election count, allowing for extended work patterns to maintain a COVID-secure environment and address any unforeseen delays.
Enhanced Security and Support Services
In light of heightened security concerns, additional consulting services will be procured for the elections. Colin Morgan Consulting is being recommended due to their extensive experience with the Greater London Authority (GLA) and security protocols. The estimated cost for this consultancy is £45,000. Additionally, logistical support will continue to be provided by Adfield Harvey, who previously managed operations for the 2020 elections. Their role will now include the implementation of COVID-19 safety measures, leading to an increased budget for catering and cleaning services.
Cleaning and Health Safety Measures
To ensure safe conditions, an additional £40,000 has been allocated for cleaning and disinfection services across all four venues: City Hall, ExCel, Olympia, and Alexandra Palace. This follows the GLA’s existing agreement with ABM, which has extensive experience in disinfecting large spaces, including public transport. The requirement to adhere to COVID-19 safety measures has also necessitated changes to the count process, extending it from one day to two days.
New Challenges and Additional Space Requirements
The GLA will provide additional space at ExCel, Olympia, and Alexandra Palace to accommodate a higher number of by-elections and referendums anticipated alongside the Assembly elections. This measure will serve as a precaution against the possibility of another venue becoming unavailable.
Given the unique constraints of the pandemic, the organisation has opted not to advertise the rental of these venues via the standard Find a Tender Service, as the existing contracts are exempt from the Public Contract Regulations 2015. However, maintaining transparency remains a priority as only these venues can fulfil the necessary criteria for accessibility and security.
Conclusion
As London prepares for its elections in May 2021, the adjustments made highlight the challenges posed by the pandemic and the importance of ensuring an equitable and safe voting process. The implications for public health and civic engagement will be closely observed by both residents and officials alike.
