Mayor of London Elections Scheduled for May 2024
The forthcoming ordinary elections for the Mayor of London and the London Assembly, collectively referred to as the GLA elections, are set to take place on Thursday, 2 May 2024. As mandated by the Greater London Authority Elections (Election Addresses) Order 2003, an election booklet will be distributed to provide essential information for voters.
Distribution of Election Booklet
According to the provisions of the Order, the Greater London Returning Officer (GLRO) is responsible for ensuring that copies of the election booklet are mailed to each registered voter at the Authority’s expense. This operation will be conducted by a postal service provider, and the distribution will be executed in three phases:
- First phase: to registered postal voters
- Second phase: to newly registered postal voters and other eligible individuals
- Third phase: to late registrants
Accessibility and Additional Formats
The GLRO is also tasked with making the election booklet available online in a user-friendly digital format. For voters who need alternative formats, the contents will be offered in large print, Braille, and audio upon request, thereby ensuring broader accessibility.
Contents of the Election Booklet
The election booklet’s primary purpose is to equip voters with the necessary information to make informed decisions on election day. The booklet will feature:
- A statement from the GLRO, detailing the election’s date and the booklet’s purpose
- A list of Mayoral candidates in the order they will appear on the ballot
- A list of Constituency London Assembly Member candidates
- A list of London-wide Assembly Member candidates
- The name and address of the GLRO and printer for reference
Election Addresses for Mayoral Candidates
Mayoral candidates will have the opportunity to include a personal election address in the booklet, which must be approved by the GLRO. Candidates are required to pay a non-refundable fee of £10,000 and ensure compliance with various content and technical guidelines. Notably, this provision does not extend to Assembly candidates at either the London-wide or Constituency level.
Voter Information
In addition to candidate details, the GLRO has the discretion to include crucial voter information, which may encompass particulars about polling stations, voting procedures, and any legal changes that could affect the electoral process, such as the implementation of a first-past-the-post voting system for the Mayoral election.
Procurement and Printing Logistics
To fulfill these statutory obligations, London Elects will need to source a supplier responsible for designing, printing, packaging, and delivering up to 6.5 million booklets to registered voters. The supplier must demonstrate a strong track record in print management within the electoral sector and possess robust quality control and data management capabilities.
