Government Advances Heat Network Development in London
The UK government is taking significant steps toward reducing climate emissions from heating by promoting heat networks, which are expected to facilitate more efficient and low-carbon energy distribution. With energy for heating accounting for roughly 18 per cent of the nation’s climate emissions, the shift to shared heating solutions is seen as a vital strategy to lower overall carbon footprints across urban areas.
Heat Networks Explained
Heat networks operate through insulated underground pipes that channel heat from centralised sources to diverse customers, including public buildings, hospitals, offices, and residential homes. These systems are designed to be less carbon-intensive, utilising low-carbon energy sources and repurposing waste heat effectively.
Government Initiatives
As part of its commitment to enhancing local energy infrastructure, the government plans to implement heat network ‘zoning’. Initial zones have been identified in London, specifically in Westminster, along with the Old Oak Common and Park Royal areas. This zoning aims to streamline the development and expansion of heat networks in these regions, facilitating better utilisation of sustainable energy resources.
London Assembly’s Upcoming Investigation
Tomorrow, the London Assembly Environment Committee will continue its exploration into the potential for expanding heat networks across the capital. This session will focus on identifying the practical challenges of establishing low-carbon heat infrastructure and will gather input from various stakeholders, including ‘waste heat’ providers such as Energy from Waste operators and datacentres. The discussions aim to elucidate what support is necessary for these entities to contribute heat to the networks effectively.
Panel Discussions
The committee will feature two panels, with discussions scheduled as follows:
- Panel 1 (2pm to 3pm):
– Antony Meanwell, UK Head of Heat Zone Development, E.on
– Ian Guest, Technical Director, Energetik
– Charlotte Owen, Growth Director, Hemiko
- Panel 2 (3.05pm to 3.55pm):
– Simon Woodward, Business Development Manager, B&D Energy Ltd
– Charlotte Rule, Head of Climate and Energy Policy, Environmental Services Association (ESA)
– Luisa Cardani, Head of Data Centres Programme, Tech UK [joining remotely]
– Noah Nkonge, Heat Export Lead, Equinix
COP30 Insights
Approximately at 4pm, Mete Coban MBE, the Deputy Mayor for Environment and Energy, will provide updates from his recent attendance at the C40 World Mayors Summit in Brazil, following the COP30 climate conference.
Event Details
The meeting will be held on Wednesday 3 December 2025, starting at 2pm in Committee Rooms 2 & 3 at City Hall, Kamal Chunchie Way, E16 1ZE. Members of the public and media are welcomed to attend, with the proceedings also available to view live via the webcast or on YouTube.
