London’s Call for Enhanced Fiscal Powers
The Chair of the GLA Oversight Committee, Bassam Mahfouz AM, has emphasised the importance of increased fiscal autonomy for London following a recent announcement by the Chancellor. He highlighted this as a progressive step towards addressing the capital’s existing financial constraints.
Concerns Over Limited Fiscal Resources
Mahfouz articulated that London’s current devolution settlement is under significant pressure, particularly due to its inadequate fiscal powers. He noted that a report published by the GLA Oversight Committee in September outlined the possible effects of upcoming devolution proposals on the city.
Recommendations for Fiscal Devolution
The committee’s report, titled Trusting London to deliver: A new devolution settlement for the capital, included 14 recommendations, one of which proposed the introduction of a tourism levy on overnight accommodations. The revenues from this levy would be specifically earmarked for improvements in infrastructure and services, aimed at making London more attractive to residents and visitors alike. This proposal received support from 41 per cent of the London populace.
Projected Benefits of a Tourism Levy
According to Mahfouz, implementing a tourism levy could yield significant benefits, presenting an opportunity to generate essential funding while enhancing services for both residents and tourists. He pointed out that unlike many other global cities, London has not yet established such a levy.
Call to Action
Mahfouz has urged the Mayor of London to collaborate with various stakeholders, including the Government, the London Assembly, London Councils, business leaders, and representatives from the tourism sector. His goal is to ensure the implementation of the tourism levy by April 2027, benefiting both local residents and visitors.
Background
The discussion surrounding London’s fiscal powers is critical for the capital, especially in the context of post-pandemic recovery and the need for infrastructure enhancements. As cities worldwide adapt to changing economic circumstances, London’s strategy will serve as a benchmark for future devolution efforts across the UK.
