Government Grant Fuels Housing Development in Stratford, East London
The Greater London Authority (GLA) has allocated £7.5 million in capital grant funding to the London Legacy Development Corporation (LLDC) under its Homes for Londoners Land Fund. This investment is intended to support essential infrastructure works at the Stratford Waterfront (SWFT) site in Newham, facilitating the construction of approximately 630 residential homes, a portion of which will be affordable housing.
Funding and Strategic Goals
The £7.5 million boost follows the approval of £486 million in government funding aimed at enhancing housing delivery across London through various means, including land assembly and infrastructure investment. The initiative falls under the Homes for Londoners Land Fund, which aims to address the pressing need for housing in the capital.
Moreover, the GLA has confirmed that this new investment meets the criteria outlined in its Land Fund Investment Strategy, emphasizing the necessity for such funding to bring the SWFT project to fruition. Independent assessments have underscored the importance of the grant, indicating that the project would not be financially viable without this additional support. According to the Treasury Green Book appraisal methodology, the cost-benefit ratio for the SWFT project is projected to exceed the required standard, confirming its overall benefits outweigh the costs.
Planned Development and Timeline
Under the proposed investment plan, the SWFT site is anticipated to yield 700 homes, with 630 directly linked to the current funding. Infrastructure development at this site includes essential tasks such as utility connections, site preparation, and other enabling works that are critical for residential construction.
Although infrastructure works are forecasted for completion by 2026, the first residential units are expected to start construction in late 2026, with a target completion date set for August 2030. The SWFT project is intrinsically linked to neighbouring sites such as the Bridgewater Triangle (BWT) and Bridgewater Infrastructure (BWI), which collectively aim to deliver around 1,300 homes and additional community amenities.
Joint Venture and Governance
The LLDC has established a joint venture with Ballymore to facilitate the development of these sites. This partnership will oversee the delivery of enabling infrastructure works at SWFT, ensuring that the Land Fund grant flows appropriately to cover financial obligations as stipulated under the grant agreement. Additionally, the Mayor’s consent is required due to the grant exceeding established financial thresholds, ensuring governance and accountability in the funding process.
Interlinked Developments and Affordable Housing
The SWFT and BWT sites are interconnected through planning permissions, which stipulate that certain infrastructure works must be completed prior to the occupation of residential units on BWT. The planning framework mandates 50 per cent affordable housing across designated portfolio sites, including the various residential developments associated with SWFT.
This systematic approach aims to establish a robust and equitable housing model in East London and is particularly crucial as the region grapples with increasing housing demands and the need for affordable living solutions.
