Mayor Sadiq Khan Pursues Police Reform Amidst London’s Safety Challenges
In an ongoing effort to enhance public safety, Mayor Sadiq Khan is prioritising the reform of the Metropolitan Police Service (MPS), a focus that has gained urgency following escalating crime rates and significant challenges within the force. Since taking office in 2016, Khan has navigated various issues including rising violence, government austerity measures, and systemic problems within the police force.
Funding and Resource Challenges
Upon his election, Mayor Khan faced a severe climate with increasing violent crime nationally since 2014. The constraints imposed by austerity measures led to substantial cuts within the Metropolitan Police, resulting in reduced personnel at a time when the city’s population was on the rise. Other vital public services such as social care and youth programs also suffered from funding shortages.
To combat these issues, Khan made the decision to raise Council Tax, enabling over £1.1 billion in funding for policing initiatives since 2016. This landmark investment has facilitated the addition of 1,300 police officers and the recruitment of 500 Police Community Support Officers (PCSOs) to enhance community presence.
Trust and Accountability in Policing
Building public trust in the police has been a critical element of Khan’s Police and Crime Plan, particularly highlighted in his 2020 initiative aimed at transparency and accountability. However, the past year witnessed challenges to the public’s confidence, exacerbated by high-profile scandals and the resignation of the former Commissioner.
Inspection and Reform Initiatives
In June 2022, the HMICFRS issued a warning about the MPS’s performance, citing persistent concerns in vital operational areas such as crime investigation and public safety. In response, Sir Mark Rowley QPM was appointed as the new Commissioner in July 2022, tasked with leading extensive reforms within the police department.
Addressing Cultural Issues
March 2023 saw the release of Baroness Casey’s Review, commissioned by the Mayor, which exposed significant and troubling findings regarding systemic issues within the MPS, including racism, misogyny, and homophobia. Mayor Khan accepted these findings and acknowledged that the force often exhibits a defensive and change-resistant culture. Since then, Commissioner Rowley has unveiled a strategic reform plan titled “A New Met for London,” initiated to address these pressing challenges.
Ongoing Commitment to Public Safety
The Mayor remains actively engaged in pushing for the necessary reforms and improvements that Londoners expect from the Metropolitan Police. The steps taken in recent years underscore an enduring commitment to fostering a safer environment for all residents in the capital.
