London Announces Enhanced Community Resilience Initiatives
The London Resilience Unit has rolled out an additional funding initiative aimed at boosting community preparedness across all 32 boroughs. This funding, part of the Local Resilience Forum (LRF) Trailblazers Fund, will see £96,000 allocated to support local organisations focusing on accountability and integration within emergency resilience strategies.
Funding Framework and Goals
Administered through a section 31 grant from the Ministry of Housing, Communities and Local Government, the LRF Trailblazers Fund is designed to strengthen resilience leadership and facilitate better integration of community safety measures within existing local policies. The initiative stems from Mayoral Decision (MD) 3421, which grants oversight of the programme’s budget to the Director of Resilience.
The overarching aims of the London Resilience Strategy, updated in February 2025, encompass several priorities:
- Placing communities at the forefront of resilience planning.
- Promoting preparedness across London’s communities.
- Enhancing awareness and understanding of risk.
- Strengthening response and recovery capabilities.
- Encouraging integration for long-term community resilience.
- Implementing continuous learning processes.
- Improving leadership, governance, and accountability structures.
Community Engagement and Project Funding
Since 2023, the Community Resilience Fund has actively supported initiatives aimed at bolstering community preparedness during emergencies. The recent decision will see each of the 32 selected organisations receive an additional £3,000 to further their project aims, particularly with an emphasis on accountability and integration.

Looking Ahead
Project implementation is slated to commence in January 2026, with a completion target set for June 2026. Each community initiative will collaborate closely with local authorities and Borough Resilience Forums (BRFs) to ensure effective integration and accountability within their activities. Evaluations of these projects are expected to be submitted to the London Resilience Unit by July 2026.
