Government Endorses Comprehensive Recommendations for Windsor Framework
The UK Government has accepted all recommendations outlined in the Independent Review of the Windsor Framework, which aims to enhance trading arrangements in Northern Ireland. This decision follows a democratic consent vote in the Northern Ireland Assembly conducted in December 2024, and the review was published by Rt Hon Lord Murphy of Torfaen in September 2025.
Government’s Commitment to Supporting Northern Ireland
In response to the review’s publication, Hilary Benn, the Secretary of State for Northern Ireland, reaffirmed the Government’s commitment to achieving broad support for Northern Ireland’s trading arrangements. He emphasised that the response to Lord Murphy’s report reflects a dedication to addressing the needs of businesses and communities effectively.
“This Government remains steadfastly committed to ensuring that Northern Ireland’s trading arrangements command the broadest possible support,” Benn stated. “We believe that the best and most sustainable results are achieved through agreed trading arrangements and working in partnership with business and civic society.”
Key Recommendations and Actions
The Government’s response includes a variety of measures aimed at improving trade facilitation and addressing practical issues faced by businesses in Northern Ireland. Key initiatives highlighted include:
- Provision of £16.6 million in funding for an enhanced ‘one stop shop’ advisory service for small businesses and increased resources for Intertrade UK.
- Promotion of the advantages of Northern Ireland’s dual market access to local and international businesses.
- Granting the Northern Ireland Assembly increased authority to scrutinise EU regulations during the statutory democratic scrutiny period.
- Enhancing engagement with diverse sector stakeholders while implementing the Framework.
- Exploring schemes to assist small businesses in trading with Northern Ireland without a local presence for compliance with product safety regulations, as well as improvements to the current Duty Reimbursement Scheme.
- Continuing efforts to ensure smooth trade flows, including new safeguards for veterinary medicines set to take effect from January 2026 and advancing preparations for a future UK/EU SPS agreement.
Progress Over the Past Year
Today’s publication also sheds light on the progress made over the last 12 months, including a reduction in SPS ‘identity checks’ and the establishment of new logistics arrangements for freight, parcels, and medicines.
