CMA Unveils Draft Annual Plan Aimed at Economic Growth and Consumer Protection
The Competition and Markets Authority (CMA) has released its draft Annual Plan, focusing on fostering competition and safeguarding consumer interests as primary objectives. This initiative aligns with the government’s Strategic Steer for the CMA, aiming to enhance economic growth and elevate household welfare across the UK.
Core Objectives of the CMA
The draft plan outlines five main objectives that will guide the CMA’s activities in the coming year. These include:
- Acting as a strong advocate and independent enforcer of effective competition.
- Championing consumer rights and encouraging active participation in the economy.
- Enhancing the CMA’s advisory capacity to government bodies.
- Contributing positively to a regulatory environment that fosters business confidence and attracts investment.
- Delivering tangible outcomes that benefit UK households.
Additionally, the CMA will continue implementing its 4Ps framework—pace, predictability, proportionality, and process—to minimise administrative burdens on businesses while boosting investor confidence crucial for economic development.
Statements from CMA Leadership
Sarah Cardell, Chief Executive of the CMA, emphasised the importance of championing consumers amidst rising cost-of-living challenges. She underlined a commitment to ensuring that consumers feel empowered while supporting the government’s growth agenda with practical competition facilitation.
Doug Gurr, Chair of the CMA, noted the organisation’s accountability regarding its progress and commitment to transparency. He expressed gratitude for stakeholder feedback on the draft plan, highlighting its role in shaping a more effective regulatory framework.
Key Areas of Focus for 2026-2027
The 2026-2027 objectives reflect essential areas of the CMA’s core responsibilities, which include:
- Consumer Protection: Ensuring robust consumer safeguards that foster trust and confidence, while actively addressing misleading market practices and prioritising essential services.
- Market Analysis: Enhancing consumer-facing markets, particularly in veterinary services and civil engineering, to remove barriers to economic growth.
- Regulatory Advocacy: Promoting the adoption of CMA recommendations in government and identifying anti-competitive regulations that hinder business growth.
- Competition Enforcement: Building on previous successes with increased scrutiny on anti-competitive practices, particularly in public procurement.
- Digital Markets Regulation: Advancing consumer choice and competition in digital marketplaces, particularly focusing on search engines and mobile applications.
- Merger Control: Ensuring timely, rigorous decisions regarding mergers, maintaining the CMA’s role as a key player in effective competition.
- OIM and SAU Engagement: Delivering focused advisory tasks and advancing engagement with stakeholders on subsidy controls.
Invitation for Stakeholder Engagement
The CMA is currently inviting feedback on the draft Annual Plan, with the consultation period open until 18 February 2026. A final version of the plan is expected to be published in March 2026.
This comprehensive plan reflects the CMA’s ongoing commitment to enhancing competition and consumer welfare, aligning closely with broader governmental economic goals.
