Cornwall Man Sentenced for Illegal Waste Stockpiling
A man from Cornwall has been sentenced after failing to heed warnings regarding illegal waste storage at his business. Treve Young, aged 52, operated the unlicensed site at Lower Spargo Farm and was recently prosecuted by the Environment Agency (EA).
Court Proceedings
Young appeared in Plymouth Magistrates’ Court on December 17, where he had previously pleaded guilty to two offences in October. His charges included operating a regulated waste facility without the necessary environmental permit and not providing requested documentation about the waste.
As a result of his actions, Young received a 22-week prison sentence, which has been suspended for 18 months. Additionally, he was ordered to perform 100 hours of unpaid community service and pay a total of £30,000 in fines, alongside prosecution costs of £5,739.82 and a victim surcharge of £181.
Details of the Offence
The court was informed that Young had been importing waste to his site without obtaining an Environmental Permit, which is mandatory for such operations. This activity persisted despite receiving guidance about waste regulations, violating both the permitted scope and conditions of local planning.
Specifically, the regulations allow for the importation of a limited amount of inert materials for construction purposes, yet evidence presented in court indicated that over 27,000 tonnes of waste had been brought onto the property between April 20, 2015, and March 11, 2024.
Concealment of Information
During an interview under caution, Young admitted to hiding documents from EA officers to obscure the actual volume of waste he had imported. He also confessed to operating as an illegal waste carrier.
