New Guidelines for London Elections Announced
Plans for the upcoming Mayor of London and London Assembly elections have been outlined with new guidelines aimed at ensuring compliance with legal standards. This initiative follows extensive discussions with electoral bodies, including the Electoral Commission and returning officers.
Purpose of the Directions
The newly proposed directions, detailed in Appendix 1, are intended to guarantee that the elections adhere to statutory requirements as well as the performance standards outlined by the Electoral Commission. These measures aim to provide a uniform voting experience for all participants, including voters, candidates, and their agents.
Consistency and Confidence in the Electoral Process
One of the primary goals of the guidelines is to instill confidence in the Greater London Returning Officer (GLRO) regarding the operational standards of Constituency Returning Officers (CROs). By establishing agreed-upon protocols, these directions also serve to mitigate the likelihood of disputes concerning the election’s conduct.
Updates to Processes
The newly released directions draw on practices used during the postponed elections of 2020 and the rescheduled elections in 2021. Notably, there are updates regarding the verification and counting of votes, shifting from electronic to manual counting as per the decision set out in GLRO24-01. The 2007 Greater London Authority Election Rules allow for modifications in verification and counting when manual processes are employed.
Furthermore, these guidelines include provisions that would be relevant should a UK parliamentary election coincide with the Mayoral and Assembly elections scheduled for Thursday, 2 May 2024.
