Polling Preparations Underway for May 2024 Elections
As the upcoming elections for the Mayor of London and the London Assembly approach, the Greater London Authority (GLA) is taking significant steps to prepare. The GLA is set to provide London boroughs with essential voter materials and implement training initiatives aimed at ensuring a smooth electoral process on 2 May 2024.
Distribution of Voter Materials
The GLA is tasked with supplying both statutory and non-statutory voter materials for the upcoming elections. This includes procuring a service provider responsible for the design, translation, printing, and delivery of necessary materials across all 32 London boroughs, as well as the City of London and City Hall.
Types of Materials
Key materials to be provided include:
- Polling station notices (A2)
- Polling booth notices (A4)
- Laminated ballot posters (A3)
- Large-print ballot paper posters (A1)
- Guidance in multiple languages
- Posters featuring nominated candidates
- Voter information leaflets
Multilingual versions of these materials will be available in numerous languages, including Romanian, Arabic, and Portuguese, among others, ensuring accessibility for a diverse electorate.
Enhancing Accessibility
In a bid to foster inclusivity, the GLA is also focused on enhancing voting accessibility for blind and partially sighted individuals. Constituency Returning Officers (CROs) will procure tactile voting devices, which will standardise provisions across Greater London, allowing all voters to cast their ballots independently.
Only one supplier, Pakflatt Ltd, possesses the exclusive rights to manufacture these devices, necessitating an exemption from standard procurement processes for the GLA in order to maintain consistency and cost-efficiency.
Training for Polling Staff
The training programme for polling staff is designed to equip approximately 11,000 individuals across the boroughs. This will include interactive e-learning modules alongside instructional videos, facilitated by the Association of Electoral Administrators, which has significant experience in electoral training.
Ballot Paper Testing
A focus on improving voter experience has prompted the GLA to test ballot papers ahead of the elections, particularly after the high number of rejected ballots in the previous election. Structured interviews with diverse groups will help ensure that voters understand how to correctly fill out their ballots.
Public Awareness Campaign
To inform Londoners of the upcoming elections, the GLA has allocated £450,000 for a public awareness campaign, which prioritises direct communication without utilising social media advertising through external agencies. An additional £50,000 will be dedicated to in-house social media efforts aimed at providing crucial information about the voting process.
Background
The May 2024 elections will represent a pivotal moment for London, as voting outcomes will shape local governance. Following extensive evaluations after the 2021 elections, reforms have been instituted to enhance the electoral process, targeting improvements based on identified issues such as ballot paper clarity.
