Operation Hermes Tests Civil Nuclear Constabulary’s Response Capabilities
The Civil Nuclear Constabulary (CNC) recently conducted a critical test of its Command and Control Centre (CCC) through a simulated site attack known as Operation Hermes. This exercise, which employed a series of realistic scenarios, aimed to evaluate the CCC’s effectiveness in managing crisis communications under stress.

On Wednesday, the CNC control room officers were tasked with executing established protocols during the exercise. This involved notifying key stakeholders such as the Strategic Firearms Commander, Tactical Advisors, and external entities including the local Home Office police control room, Counter Terrorism Command, Explosive Ordnance Disposal (EOD) teams, and pertinent military units.
The scenario specifically focused on assessing decision-making processes, information flow, and collaboration among different agencies rather than involving actual on-site operations. This targeted approach allowed the team to enhance its coordination during a crisis.
Insights from the Exercise Management
Steve Warren, the Exercise and Resilience Manager, noted that such exercises push the team to execute proper notifications and relay essential information accurately. He highlighted that even in simulation, the pressures experienced are akin to real-life situations, thereby validating the skills of the CCC officers on a daily basis.
Warren further remarked that this edition of Operation Hermes marked the first occurrence in two years and praised the team’s performance, emphasizing both their speed and accuracy in handling the scenarios. He also indicated plans for future exercises that will involve live interactions with external partners to further replicate realistic conditions.
