Scottish Government Plans Upgrade for Ardrossan Harbour
The Scottish government is poised to acquire Ardrossan Harbour, historically crucial for ferry connections to the Isle of Arran, with ambitions for its upgrade to resume ferry operations. First Minister John Swinney confirmed that negotiations with Peel Ports regarding the nationalisation of the harbour are progressing well.
Negotiations Underway
Discussions have reached an advanced stage, with reports indicating that a financial agreement was reached in October 2023. The government aims to complete the acquisition before the end of 2026, stressing its commitment to restoring ferry services between the mainland and Arran.
Harbour Limitations and Delays
The current infrastructure at Ardrossan is unable to accommodate two newly commissioned ferries, as their size exceeds the docking capacity of the harbour. This has resulted in ongoing challenges within what has been referred to as Scotland’s “ferry fiasco.” Ministry officials are reportedly preparing to modernise the harbour once it is under public ownership.
Currently, the Glen Sannox has been in service since January, while the introduction of the Glen Rosa is expected to be delayed until early 2027. These delays compound the challenges faced by Ardrossan, which has seen a significant reduction in ferry connectivity to Arran due to infrastructure limitations.
Financial Implications
The extended timeline for the Glen Rosa has also raised concerns about increasing costs. Despite this, Swinney emphasised that the government will not provide an unlimited budget to Ferguson Marine, the state-owned shipyard responsible for the vessels. He articulated the urgent need to complete the Glen Rosa, highlighting its importance to the ferry network.
“The vessel is required, and we will have to complete the vessel to make sure the ferry network is strengthened,” he remarked during a recent announcement.

Ardrossan Harbour has historically served as the primary port linking the mainland to Arran. However, following the introduction of larger vessels, the port has struggled to maintain its operational capacity. The MV Caledonian Isles faced significant downtime, further exacerbating the service disruptions.
