The city of Burlington, home to nearly 10,000 residents located north of Seattle, is under a complete evacuation order. Residents have been instructed to move to higher ground immediately as water levels in the Skagit River reached nearly 38ft (11.6m) at Mount Vernon, marking a record surge.
“This level of flooding is unprecedented,” stated Karina Shagren, spokesperson for the state’s emergency management division, highlighting that, to date, no injuries or missing persons have been reported.

National Guard members and sheriff’s deputies have been conducting door-to-door operations to help residents leave the affected areas. Eyewitnesses recounted scenes of emergency responders using inflatable rafts to ferry individuals from rooftops to safety.
