Legal Aid Agency Seeks New Providers to Enhance Access to Justice
In a significant move for civil legal aid in the UK, the Legal Aid Agency (LAA) announced on 1 December 2025, a plan to attract additional legal service providers focused on Housing and Debt as well as Welfare Benefits. This initiative follows a government decision to increase legal aid fees by £18 million annually, marking the first rise in such fees since 1996.
Expansion in Legal Aid Services
The recent announcement made by Sarah Sackman KC MP, Minister of State for Courts and Legal Services, highlights a targeted effort to enhance services in specific geographical areas. These include:
- Barnsley
- Calderdale
- Cheshire
- City of Kingston upon Hull
- Doncaster
- East Riding of Yorkshire
- Hartlepool
- Herefordshire & Worcestershire
- Knowsley
- Leicestershire & Rutland
- North East Lincolnshire & North Lincolnshire
- Northumberland
- Portsmouth & Isle of Wight
- Rochdale
- Rotherham
- Sandwell
- Surrey
- Trafford
- Warrington & Halton
- West Lancashire
- Wigan
Application Process Details
The LAA is inviting expressions of interest from organisations willing to provide these services, with a focus on outreach until 30 June 2028. Potential providers must note that the application process varies depending on their current contract status:
- Those with an existing 2024 Housing and Debt Contract
- Those holding a 2024 Standard Civil Contract in a different legal category
- Organisations that do not currently hold a 2024 Standard Civil Contract
Next Steps for Interested Parties
Interested organisations must reach out to the LAA by 5pm on Monday, 15 December 2025, indicating their category status. Following this, the deadline for submitting completed applications for existing contract holders will be 5pm on 12 January 2026. Entities that do not currently hold a standard contract are required to submit a full tender as part of their application.
Background on Legal Aid Developments
The increase in legal aid fees is a noteworthy development in a landscape where access to justice has been a growing concern. Law experts and advocacy groups have long highlighted the importance of adequate legal representation for vulnerable populations, especially in areas involving housing security and welfare rights.
